No windows apps or utilities working

Just got home from work, and I want to preface this with, yes I have restarted my pc a couple times and no change. Basically all the windows stuff is frozen, task bar doesn’t work, windows search doesn’t work, discord won’t ever get past the searching for updates, chrome has opened and if I go to YouTube for example it’s just a white screen, I can’t open any windows settings, etc. anyone seen this before or know how to help?
