every time i try to make a parts list people tell me that i'm either picking too expensive parts or i'm cheaping out too much on important parts so i'm leaving it up to recommendations. my target Resolution is 1080p/1440p 60fps, and i may need a new monitor because my current monitor only has VGA output, no hdmi, no displayport, just VGA I have to use a VGA to HDMI adapter to get it to work. this is what i'm upgrading from: https://pcpartpicker.com/list/dJTtGP my only stipulations are that ONE No used/Secondhand parts and TWO it has to be something I can reasonably attain at places like the Micro Center, Amazon, Best Buy, or Newegg.

It depends on how much you want to spend, but at 1440p, something like a 9070 or 5070 would be a big upgrade on your RX 6600 (subject to GPU length restrictions on your case).

 

After doing that, I'd check if you're happy with performance and if you're not, either upgrade to a 5700X3D/5800X3D, or AM5.

First thing, no one should ever buy a 5700G with a dedicated GPU when the 5600 exists.  On top of that, the 9600X is sub $200 as shown above.

 

That RAM is twice the price of others that speed, do you need RGB that much?

You don't need to upgrade the case nor PSU, so can get that, which will be very good at 1080p

that's the thing, i originally didn't have a gpu, the 5700g was to hold me over until i could afford a dedicated gpu and the reasson i chose the 5700g was because i assumed the higher number meant it was better.
