Psu in question is deepcool PM 850D

 

I am looking to buy this. Seller sent me the following images and a video 

 

What are the spots on the body of the psu?

Edit: Seems like it was only dirt after all. I guess I will buy it, considering the price.

B450+ 1660ti+850w gold for 83 euros seems decent

If it's new, consider returning it.

If it's second-hand, it likely means the previous owner didn't take proper care of the PSU. It looks completely smeared with dirt—if not damaged, it's at least extremely dirty, and there’s a good chance grime has gotten inside.

This doesn't necessarily mean it won't work, but it's hard to recommend using it with expensive equipment or if you're looking for something reliable.

Did you just buy it and unpacked it? If it looked like that when you got it then use the warranty. Looks suspiciously like an already used psu.

A sign that's it's not the best idea to buy. That psu is B- tier psu so I wouldn't recommend buying it used.

Looks like dirt/soot that's been smeared in a half hearted attempt to clean it... it's probably just dirty. Being dirty doesn't mean it won't work but it shows that the seller isn't really putting too much care into it...

I kinda find it baffling that someone trying to sell something doesn't even bother of cleaning it first before sending pics/vid, if it is just dirt that is.

 

Ask the seller about it, if he says dirt, ask him if he can clean it then re-send pic after cleaning.

I mean, we are talking about the same person who thinks sending a picture like this is okay.

Power supplies and hard drives are two items I would never buy used from some guy online.

I won't even consider factory refurbs for those two items.

 

Far too many potential issues with a faulty power supply that can manifest in a thousand different ways.

without a warranty, Hell No, don't buy it.

I sort of agree with PSUs. The total $ savings buying used/refurb is not worth the risk. 

HDDs on the other hand, can be had at crazy savings, especially if you purchase from a reputable dealer with a good warranty period.

My rationalization is based on potential loss.

Bad drive could equal losing important data or at least a BIG pain in the ass or big expense if you need to use a data recovery service.

Bad PSU could equal fried components or worst case scenario a fire. 😟

All depends on your setup in the end. Nothing you would be concerned with losing should be physically on a drive anyway. You should be in a RAID/parity configuration or backed-up, or ideally, both.
