is it normal for a monitor to get more hz than the original intended hz?

Some monitors allow for overclocking.

On some monitors you can but it was unstable at 105 so highly doubt it with your monitor.

Some monitors do have overclocking built into them.

Like my LG monitor is 144hz but can overclock to 165hz.

No, its not a joke.

You can overclock monitors 🙂  Going beyond advertised speeds on anything is considered overclocking.

The LG 27GP850-B for example can do 165hz through DisplayPort but can be overclocked to 180Hz.  Its not guaranteed to be stable at that speed however.

That "1" I can see as a "margin of error".

I mean, this is mine and I never saw it above 165Hz and I'm using DP, not HDMI.

So fun fact, there is overclocking of monitors which the OP seems to be trying to do for some reason, then there is "overclocking" through marketing. Displays advertise available resolution and refresh rate combinations through EDID to the system so if you just check a box in the OSD then you can suddenly select say 180Hz up from the "normal" 165hz, that really falls in the latter category. My old PG348Q is similar. Its a 3440x1440 100Hz panel however the option for 100Hz is hidden behind an "overlock" menu in the OSD. You check a box then boom, 3440x1440@100Hz is available to the OS. 

 

These.. while it sells displays, aren't really "overclocking", per say.  The panel and scaler are capable of doing it from the factory or it wouldn't be advertised as such. Imagine if they put that on the box and the everyone's monitor would fail or start artifacting if they used it. So they're building a product that can do 180Hz but to make it sound "cooler", lock the extra 20Hz behind a special sounding menu and people will think its a feature. 

 

Its actually a genius idea and it clearly works. 

 

Now what the OP is doing, trying to force an unsupported resolution and and/or refresh rate, that's where people are actually overclocking and its a big YMMV type situation. Especially with cheaper LCD's.
