I currently have a plan to pair a new AM5 Ryzen 5 9600x with a used 3060 Ti that I will be purchasing from a friend. I am pretty set on AMD (AM5) right now, due to the Intel 13th/14th gen issues that are happening, and don't really want to go any older than 13th gen. I do wonder if there is a better option, my budget is preferably under $250 USD.

The 13th and 14th gen issues happened, if they are happening it is definitely user error since they were fixed a long time ago, usually by inexperienced people disabling the power limits and trying to push to 6ghz or higher.

 

But in this case the best value IMO is either a 9600X or 14600K, the 14th is usually cheaper but it fully depends on your local market.

 

Microcenter do deals which online we can't point to.

14600K @ 5500mhz. 32GB 7000mhz C32 @6800 C31. Z790 Livemixer. XFX 7900 XTX @ below stock. Undervolt with MBA clocks.

9600X or splurging for the 9700X, is your best bet now.   I'd avoid Intel for another gen or two, cuz trust issues.

 

How much are you paying the friend for the 3060Ti?  Hopefully under $200.

 

Are you near a Microcenter?  If so, grab their 9600X bundle.

I am hoping to pay about $200 (maybe less) for the 3060 Ti. It is fairly unused, just sitting with some other GPU's in an office, we ran some benchmarks and it is in pretty great condition. Unfortunately, I am about 6 hours away from the nearest Microcenter.
