What is happening here? Stuck/Dead Pixel?

You can see there's definitely something up, a darker spot. I put my mouse over it so it's easier to see. The pixel still lights up at least partially it seems. Oddly enough this is the 2nd monitor I purchased after returning the previous one for a clearly dead pixel that wouldn't light up at about the same place, top right corner. what are the odds I get two monitors with defective pixels at the same place? could it be cable, igpu related?
