it says that the recommended PSU for the 3070 should be around 650w - 700w. My PSU is 620w, BUT i saw people saying it can run the 3070 because of the 12v rail
And since my PSU has 576w on the 12v rail, does that mean I have 576w - (CPU power) = (remaining wattage) for the GPU?
I dont know how PSUs work

I would not try to run a 3070 on this PSU.  Even though its Seasonic the power supply is on the Tier:E Avoid on the PSU Tierlist.

Its not very good. 

It might run perfectly fine, I wouldn't risk it personally.

Its a very very old psu design by now. Was fine back in the day but with modern gpu's that spike hard this psu is just going to die/shut off a lot.

 

Time for a new one. Any reason flr the 3070? That 8gb of vram is really not a lot

Yeah this is a good point - it is not Seasonic's best.

Lesson learned is you never trust any component on brand name alone.

honestly because its cheap and theres a chance my PSU can handle it.
My options are 3070, 6700xt,3060 12gb, or (god) 4060

well the first 2 are out because of my PSU. the 3060 12gb is a bit more expensive compared to the 4060 8gb in the used market. And games wise, the 4060 is a bit better, but they say its bad for video editing because of ther 128bit bus.
while the 3060 12gb is overall okay, its a bit too pricey and hard to find used. The 4060 is plenty though, and we all know why lol.

Im leaning towards the 4060 cause them ingame frames are inticing, but im worried about the video editing side of things
for context, im rocking a 1660ti 6gb right now.

I have a 3070 on an old 550W power supply. I do undervolt the gpu, though.

(Undervolting is same performance from less power and it's easy)

I'd go with the best value, buy what you find cheap.
