Is my New PSU busted or just the Sensors?

I bought 1st Player Steam Punk PS-650AX because my old PSU just restarts randomly, but as soon as I check HWmonitor 12v rail is under 11.616v and even as low as 8.4v on bios it's on 10v.. is my new PSU bad out of the box or my sensor's just busted?

it seems Stable though.

here's my pc specs if it's relevant.

ryzen 2600

msi a320m pro m2 v2
RX6600

16gb ram

It sounds like you have fixed your issue and if it's stable why question it? OS readings/HWmonitor voltages are not that precise.

I have also checked molex connector with multimeter and it shows 12.15v.. that was just.. uh weird?
