I tried to turn on my pc and it doesn't boot. My simple diagnosis was either PSU or mobo problem. As shown in the video, after turning on the psu the motherboard lights up, but nothing happens after pressing power button. I have two m.2 SSDs installed with important data on them that I need to recover. If this problem isn't fixable, is there still a way to recover the data?

Specs: 

i5-9400F
4060 Gigabyte Gaming OC
ASRock B365 Phantom Gaming 4
Team T-FORCE Vulcan Z 16GB (2 x 8GB) 3200MHz

Your SSD's should still have the data on them, just need to put them into a new PC to extract the data.

 

What exact PSU do you have?

This was a prebuilt PC which I  have made upgrades too (new gpu and additional SSD). I dont know the exact model, but it is EVGA and I'm pretty sure is 500W bronze.

If I built a new computer and installed both drives into it would I have troubles with drivers and windows that would result in loss of data?

Most likely not, unless they have been affected by a possible faulty PSU in your current PC.

I would still use a new SSD to install windows on and then put the other SSD's from your current PC in the other slots to recover the data.

 

Also a tip.  Since you have important data that is valuable to you, you should absolutely make backups.  FlashDrives are quite cheap and so are external HDD's.
I personally have 2x 2TB external HDD's and 1x 1TB Kingston DataTraveler Max.  One backup is not enough.

 

 

I see that you turn the PSU on in the video, do you often turn the PSU off?

Would there be any conflict if I were to install my current boot drive into the new pc with a fresh windows install on it? 

I usually turn the PSU off when I shutdown the computer.

Windows is good at adapter so it should work but it might throw some errors.  Remember that a completely fresh install will remove all your current data on the drives.

If you really have sensitive data that is valuable to you that you need I would just get a cheap 128gb SSD and use that to install windows on so you dont do anything else to your other drives than plugging them in and getting your data.

Does your area have like unstable power or brownouts that you do this? Or just generally?

 

Because once PC is off it shouldn't really draw much power and should be safe if your house/apartment has some kind of fuses and breakers overall.

My area does not usually have this problem. It was mostly just a habit that I repeated without knowing that it could do anything negative.

power cables, GPU power, CPU power, can also check RAM.

 

And after that, what's easiest to test, is one RAM stick individually at time, to rule out faulty RAM, if it even can cause PC not even spin up..

I checked CPU, GPU, 24 Pin, and tested the RAM individually. Nothing has changed.

Starts to look like PSU, there's a paperclip test you can do, that tests if the PSU works.

 

 

First step though is unplugging everything on the PSU. You also need paperclip or some wire to connect 2 pins on PSU's 24pin cable on the motherboard's side.

 

If you want to try the paperclip test I can further show you which specific pins you need to short together to test the PSU.
