Hello people, I hope this is the right place to put this. I'm new here.

Here are my specs: MSI Z790-A Pro WIFI (MS-7E07), RTX 4060 TI 16gb, Intel Core-i7 14000F, Corsair RAM DDR5 (5000Mhz) 2x16gb, Windows 10 Pro, Cooler Master 212 EVO

Here is my issue, my PC runs like garbage like 50 frames on CS2 on the LOWEST possible settings, it runs worse then when I had a GTX 1070 and an i7-6700k. My CPU is running like 60C to 80C idle in the bios and 53C in MSI afterburner. I also have to run UEFI Legacy which means I cant update to Windows 11.

I know my PC shouldnt be running like this, so I tried to update my BIOS so I could support my CPU and update to Windows 11, hoping this would fix my issues with lag. However, when I updated my BIOS to 7E07vAG(Newest) it made it so my PC wont pass POST. I had to revert the version to 7E07vA0(Oldest) to get my pc to boot past POST again. I tried the 3 newest bios versions and none of them worked all resulting in failed POST.

How do I fix this BIOS issue so I can upgrade to Windows 11 and what other things do I need to fix in order to cool my CPU and get the performance out of my PC that I should be getting?

Let me know if you need any more info and thank y'all for your help and God Bless!

Windows 10

Windows 10 does not properly support Intel's 12th Gen and newer CPUs. These CPUs have two different types of cores, Performance and Efficiency cores. Windows 10 assumes that all cores are the same so it assigns tasks randomly to any available core. Tasks that end up on E cores when they should be running on a P core can reduce performance.

At default BIOS settings, many motherboards will set the long term turbo power limit to only 65 Watts. This can also significantly reduce performance. Use HWiNFO to see what the PL1 and PL2 turbo power limits are set to.

You can get far more performance out of a 14700F if you increase the turbo power limits well beyond 65W. If some extra power causes your CPU to run too hot then you will need to replace your 212 EVO with a better cooler. The 212 EVO is usually not enough cooling when running a recent Intel CPU at full power.

Why do you have to run UEFI Legacy? There used to be a few different ways to bypass the Windows 11 install requirements. I do not know what tricks still work. Do a Google search for,

bypass Windows 11 installation requirements

I am not familiar with your motherboard so I am not sure why it is failing to POST with the newest BIOS versions. It might be a RAM compatibility issue. Disable XMP and run your RAM at default settings to see if that allows you to post. If you were not using XMP then try doing the opposite and enable XMP. You can also try tweaking the memory voltage settings a little. Sometimes a little extra voltage will help improve stability.

If the old BIOS version works and boots up OK then I would just continue using that.

My PC will not boot to windows

Did you create a USB with Windows 11 on it directly from the Microsoft website? Did you try doing a fresh install of Windows 11 with UEFI legacy disabled? A modern MSI Z790 motherboard should be able to boot up in UEFI mode. If you are doing everything correctly then I am not sure what the problem is.
