Glitching in Windowed Software but not Fullscreen

To fix this issue -

Disable hardware acceleration in affected apps, or disable/uninstall wallpaper engine, depending on your needs.

I recently got a new PC built for me (not by me, by PCSpecialist) and when I'm using software when they're windowed, which is basically all the time I'm working since I have ultrawide monitor, I get lots of odd glitching. I've not noticed it happen in fullscreen applications, mostly because I don't view them in fullscreen when I'm working, only for games, and I get no issues in games.

I'm assuming the PC just isn't registering that I'm using that window since it's not fullscreen, but I don't know how to fix this. It does fix itself after 5/10 seconds, but if it doesn't, the only way I can fix it is to press the window bar at the top of the app open (google, discord, logitech g hub, etc) where you can move the windowed screen/close it/minimise it, etc. It's not an internet issue. I'm at a loss as to how to permanently fix this.

Example of it not fixing itself until I press the window bar at the top, another example of it fixing itself without me needing to press the window bar, but that only seems to work outside of videos, and doesn't ever work for discord or spotify.

Sorry for the crappy quality of the vids but it's not something I can predict is going to happen so I had to record whatever footage I could get.

As seen in the reddit vid, when scrolling on google, part of the screen is actually registering and moving, whilst the rest is frozen.

Specs (idk which are relevant for this issue):

nvidia rtx 5090

ryzen 7 9800x3d

32gb corsair vengeance ddr5 ram 6000mhz (which has been confirmed in task manager)

1tb solidigm nvme ssd (os drive) both are m.2 i think?

4tb corsair mp600 core xt nvme ssd (everything else)

onboard wifi 7 on the gigabtye x870e aorus elite, currently using ethernet with no issues (besides this of course)

with it being a new build, bios is relatively recent, nvidia driver is 576.28, haven't installed the may 12th (576.40) one yet, can't imagine the driver fixing the issue, and honestly, with the state of nvidia's drivers atm, I'm just not gonna update it, unless anyone thinks it could fix the issue, but again, I really don't think it will??

monitor is the samsung odyssey g9 5120x1440p 240hz if that needs to be known.

any help is appreciated 🙂

edit: updated graphics driver from nvidia website with a clean installation - no fix there

further edit: to anyone having a similar issue and they have wallpaper engine installed and running, it turned out there's an error a small amount of users experience that causes incompatibility with wallpaper engine and certain apps that have hardware acceleration enabled, the current fix is to disable hardware acceleration or wallpaper engine, depending on your preference/needs, I've just disabled hardware acceleration and I have no problems (except in logitech g hub but there's no way to disable it, and I rarely use it, so I'm not bothered anyway)

stupid question; did you try restarting it already? :). [If not do so]

Try re-installing the gpu drivers [https://www.nvidia.com/en-us/geforce/news/geforce-rtx-5090-5080-dlss-4-game-ready-driver/] and when installing tick the box which says "clean install", that should hopefully fix the issue.

Ok so I've tried restarting it several times with no luck in the past few days, and I just updated the driver instead of reinstalling the one I had / the one in your link, but did choose the clean installation option and after having to restart thanks to the black screen issue (though I don't get black screen after restarting, just when nvidia installs the new driver), it's still doing the same issue but thanks for the suggestion, still not sure what the issue is other than the fact I've noticed it definitely doesn't do it in fullscreen.

ridiculously stupid of me but it never actually installed the driver update, just checked the nvidia app and there’s the option to install the driver. It’s currently installing with a clean install (I think, I’m still just getting a black screen) so I’ll give it 15 minutes just to be on the safe side, since I can’t actually see the screen and therefore can’t predict how long it’ll take to install, then I’ll have to restart the pc itself and hope it installs this time and that that hopefully fixes the issue. Kinda stupid I can’t even see the screen as it’s installing…
