Ok so I built the PC AND I am not booting 

THE SCREEN ON THE AIO pump is on

RGB on Motherboard is on
RGB on ram is on

Everything else is not on or spinning

Including the PSU fan

things I tried are 

Only having my Boot SSD

one stick of RAM 

no GPU

and still nothing 

however I did end up getting the psu fan to spin that is only when I removed the CPU connectors for the PSU below are the 2 CPU cables I have and the items I’m running maybe I’m using the wrong CPU CONNECTOR 

Please help

using the connector in the first picture only, everything seems to be turning on ie. PSU fan GPU and the AIO pump

I am now getting LED Diagnostic lights

When I first turn on I get red CPU then I goes away and then I get a solid 

White VGA

green boot

that does not

The PSU fan not spinning is not a concern, it's a 0rpm. Other than that, this is not enough information. Could literally be anything. Those CPUs are not the most stable with any random kit of RAM and you have gone way overboard with your Rams, 64gb at 6600MTs is not something I recommend getting with that CPU. I would just get an EXPO certified 6000MTs kit for that.

 

I can't really help much beyond this as your issue is very tough to pin point since I'd need more info. But a shot in the dark suggestion is always try with a different RAM, try with one that's much slower and more agreeable to see if it boots at all. That and make sure to redo your connections and double-confirm everything. Keep an eye out for your motherboard when its checking different parts when booting. Don't forget to power cycle and clear the CMOS battery,

 

Hope this helps, your best workaround after this all fails is getting spare parts to troubleshoot the basic parts. Or just take it to a shop.

The screen stays black and doesn't even get signal?

 

Does your motherboard have diagnostic LEDs that flash when the PC is starting or trying to start?

 

They should blink/shine right on this area when the PC is booting:

Nope, it says CPU, it's the correct connector, is it clicking/locking into the slot when you get power connector in? (even if guides say so, some parts don't make audible click when slotting in, but some still have locking mechanism that tells you if it's secure or not - RAM, GPU slot, power connectors)

Both CPU 8pin slots? Ideally yeah, if the PSU came with enough connectors.

 

And yes, if you have 4pin connectors for CPU in motherboard, you can use 2 side by side, it's bit of a work to plug those in though. If you do have this easiest way to plug these is to first 4+4 them into 8pin connector and then try to hold them and plug them both in. Because it might not even be possible to plug them 1 by 1 in 8pin slot, they have little bit of mechanism that's in way.

So the way POST LEDs work, is each shines when that certain component is tested.

 

So usually, all LEDs individually turn on and off until there's green/boot LED shining in the end.

 

If there's problem or something going on, then either of CPU/VGA/DRAM lights shine.
