I bought a LSI 6Gbps SAS HBA 9200-81 IT Mode ZFS FreeNAS unRAID + 2*SFF-8087 SATA US and I was under the impression it was like a gpu and I could just plug it in and it would work. But it makes a bunch of beeps, a green led turns on and then it fails to boot. No idea why

What is your motherboard model?

Do you have any drives attached to it yet?

Is it the card that's beeping or your motherboard? IIRC, these cards don't have a beeper...

It's possible (because it's a pre-built computer) that HP made the BIOS to specifically only accept GPUs. It's hard to say exactly what the issue is, assuming the HBA is working properly to begin with.
