I got a gigabyte g5 kf for a steal (700 bucks) and it has a 4060, i5 12500h and 16gb ram (ik that aint the greatest laptop but does the job) i got a llano laptop cooler and i repasted it with ptm7950 and the temps are great rn, 70ish in benchmarks and in games 65 max, weird things started happening well my cpu will boost for some time and after some it will just say screw it imma stay at 3.8, and would not go over 3.8 no matter what until i restart my laptop.

I assume this is plugged in with power mode set to max?
Have you made sure to grab all drivers and microcode whatnot from the manuffacturer site?

Figured, but can't hurt to check. 
I'm not super up on throttle stop or anything, but maybe it needs admin permissions? Or maybe Intel Extreme Tuning is installed and getting in the way?
