Looking for a 2-in-1

I am not super tapped into the laptop world, but I've heard good reports about Yogabooks and the MS Surface line. 
One option would be looking for a used one that's ~2years old, you can usually save ~30% for a ~5% performance hit
The notetaking with a stylus is mostly down to software, not hardware. I've heard fantastic things about OneNote. Though that knowledge is technically a decade out of date given that I was in Uni when I was around people using it.

I am a desktop gamer and a teacher. One of my seniors asked for recommendations for a 2-in-1 for college. He wants to be able to take notes like I do, but I use an iPad and a separate laptop. I explained that I am more familiar with making desktops, not so much with laptops, but I said I could do some research. 

 

I am not sure what his parents' budget is. I assume it's under $1,000 USD. 

 

Are there any decent 2-in-1s within that price range that allow taking notes with a stylus like you can on an iPad?
