Just to be sure, can you tell us more what's going on in details when you say "it refuses to turn on?" What happens when you press the power button? does the light turn on and fans spins and then stops, does it the power turns on but you have black screen, does it turn on but doesn't boot to windows, is it stocked at the logo or literally nothing happens when you press power? Depending on what's going on, the first few troubleshooting would be different. Because at this point, it could be anything.

However, the general  troubleshooting steps are the following; Check all cables and make sure that they're not loose, plugged all the way in on both ends and no damage or cut, power cables, dp/hdmi, sata, 8pin, 24pin, etc. Check if one of those cables or even the motherboard is touching any metal part that might cause a short. This includes the front IO cables. Also make sure that the wall outlet and ups/avr are working as well. If there's no issue, but the pc still doesn't boot, move to the next step.

(This will be a shortcut version, meaning you will be doing things backwards. Make sure that your pc would boot at it's most basic components first, before adding other components back)

Remove all peripherals that are connected thru usb. If your cpu has igpu, remove the gpu as well. Reseat cpu as well. While power is off and power cables is out, remove cmos battery and press power and hold power for 10-15sec. takeout all your ram and only reseat one ram for now. Remove all storages, including the one with the OS. Directly connect hdmi/dp to the motherboard(above the usb ports). Now power it on. If does not power on. Remove all components from the case and do the same steps outside it, like on top of the motherboard box or your non conductive table. If it power on, it should show a screen saying no storage/OS. before adding the storage, add the other rams first. If it still boots, install the gpu and make sure the cable is connected to the gpu. runs, install the storage that has the OS, if it boots, add the other storages(if you have others). The add other peripherals and then restart.  If it doesn't boot, move on to the next:

The next steps is actually to check individual components; psu, cpu, motherboard, but you would only be able to do these if you have extra. Ram is easy as there are two of them and you can try each slot. The gpu can also be check if the cpu itself has igpu. But psu, cpu and motherboard are harder as you would need a spare to check if the pc would work after replacing each.

hey thank you for the reply i found the issue it had something to do with the RAM tryed booting with one stick but it didn't work but when I swapped the ram slots and tried to boot from the 1 slot with just one stick it suddenly worked idk why I am guessing that maybe the mobo is faulty so I might claim the warranty for it

I am experiencing a frustrating issue with my PC. It was shut down normally last night but refuses to turn on this morning. This is the third time this has occurred; in the past, it mysteriously started working again after roughly a week of inactivity. I'm currently on a tight deadline for a project and desperately need it working. Any advice on how to resolve this sooner would be a huge help. Thanks!

You maybe need a new CMOS battery, they're like $2

i got a new motherboard like 3-4 months back since my old one stopped working is it still possible that the cmos battery is dead?

Do you unplug your PC when not using it? Then yes, if no, probably not.
