Stuttering in every game(Looking for a solution)

In December I finally decided to build myself a pc. Since putting it together I have had serious stutters in every game I play. I have tried looking for solutions and many things I have seen suggest thermal throttling might be the issue. However my gpu and cpu temps stay around 65 under load. Afterburner does say that I am hitting the voltage limit of my gpu whenever it is under load. My GPU also has a noticeable coil whine that goes away when games stutter. The noise stops and then starts again when the game resumes. My CPU usage is well under 100 usage in every game and my GPU sometimes hits 100 percent usage but is normally closer to 85 percent. My average fps is fairly good in most games but my 1 percent and .1 percent lows are atrocious. My laptop has a 3050 ti mobile and it stutters less than my pc.

 

Here are my pc specs:

CPU: Ryzen 7 7700

Cooler: Thermalright peerless assasin 

GPU: Gigabyte windforce oc Nvidia RTX 4070 super

Motherboard: Msi b650 gaming plus wifi

RAM: Crucial 2x16gb DDR5 6000 cl36

PSU: Corsair RM 750e power supply

Storage: WD black sn770 2tb nvme ssd

Case: Corsair iCUE 4000d airflow

Monitor: LG UltraGear 27GP83B 1440p 165hz

 

I have tried fixing it through.

-Updating my bios

-Updating my drivers

-Enabling/Disabling EXPO

-Disabling audio drivers

-Reseating my gpu and ram

-Increasing power limit in Afterburner

-Trying out different setting for vsync and gsync

-Changing my shader cache size

-Verifying integrity of files

-Disabling background applications

-Enabling resizable bar in my bios

-Using my monitor at 144hz instead of 165hz

I am looking for advice on possible solutions. This is the first pc I have built and if I didn't have a laptop that ran games more smoothly then I might not have even realized that this is a problem. But now it is making me frustrated and not want to play games. I almost exclusively play single player games and I have had the same experience in every game.

chipset drivers? you can try DDU and then reinstall your drivers to one around December of last year.

Thank you so much this seems to have solved most of my problems. I think I will also do a clean windows install once a get a separate ssd for my game library.

Thanks for the advice. I think I got it fixed mostly for now, but I'll probably do a fresh install when I get a separate ssd for my game library.
