[Help] Unable to Unlock Bootloader on Redmi Note 12 (HyperOS) – "Application quota limit reached" every time

Hello everyone,

I'm trying to unlock the bootloader on my Redmi Note 12, which is running the latest version of HyperOS (Xiaomi's new operating system that replaces MIUI). Unfortunately, I’m stuck with a consistent issue that prevents any progress.

Whenever I attempt to unlock the bootloader using the official Mi Unlock Tool, I get the following message:

Application quota limit reached, please try again after [date] 00:00 (GMT+8)

I’ve been repeating this process every day, exactly at the time specified (which corresponds to 18:00 in my local time zone - Central European Time), but the result is always the same. The quota never seems to reset, and I can’t get past this message.


System and Context

  • Device: Redmi Note 12 (global version, not Pro)

  • OS: Latest stable version of HyperOS

  • Mi Account: Created and verified in Europe (non-China region)

  • Bootloader status: "Unlocked" option is visible in Developer Settings; device is bound to my Mi account

  • Tool used: Mi Unlock Tool (latest official version from Xiaomi)

  • Attempts: At least 6 times on different days, always at exactly 00:00 GMT+8

  • Network: Tried from multiple ISPs and devices (home Wi-Fi, mobile data, different PCs)


What I already know

  • Xiaomi changed their unlocking policy:

    • Until Dec 31, 2024: Max 3 device unlocks per Mi Account

    • From Jan 1, 2025: Max 1 unlock per year per account

  • Some restrictions may be region-specific or enforced differently on HyperOS

  • My account has never been used to unlock any device before


My goal

I want to unlock the bootloader so I can flash a custom ROM like LineageOS or Pixel Experience. HyperOS is fine for casual users, but I need more control over the device (root, custom kernel, system mods, and privacy tools).


Questions

  1. Has anyone recently succeeded in unlocking a Xiaomi device with HyperOS, particularly the Redmi Note 12?

  2. Is there any workaround or alternative method (without unofficial tools)?

  3. Is Xiaomi silently enforcing new limits that aren’t documented?

  4. Could this be based on IP, device batch, or account activity?


Final notes

I’ve attached a screenshot of the exact error message. Any help, experiences, or ideas would be appreciated. If there’s any log or debug output from the Mi Unlock Tool I should check or share, let me know.

Doesn't seem to be any new methods to bypass the lock for these newer devices.

 

Why try it exactly at 00:00 ? If anything that's why it keeps locking again and again
