Budget:
$2,000 USD (flexible if justified)

Country:
United States

Games, programs or workloads that it will be used for:
Primarily games like Civilization 7, Batman Arkham series, and similar titles.
On the productivity side:

Running multiple VMs

Using OBS for streaming

Handling fast data transfers and possibly AI-assisted tasks down the road

My internet is fiber (Metronet), so I’ll need a 10Gb NIC or motherboard that supports 10GbE via PCIe

Other details:

I do not need peripherals (I already have monitor, keyboard, etc.)

I’m upgrading from an older Ryzen 1600 + GTX 1050 Ti system

I’m also considering buying a used machine (i9-14900KF, RTX 4070 Ti SUPER, 64GB RAM) but want to verify it's worth it vs building new

Ideal play resolution: 1080p/144Hz for now, though I may upgrade the monitor later

Storage needs: 2TB+ of fast SSD (preferably NVMe) with expansion for local evidence archiving

Would you accept an upgrade of what you already own?

Given the potential for issues with the CPU, I wouldn't recommend a used 14th gen.

I'm not sure what you mean by accept an upgrade of what I already own?

But I hadn't even considered the complications of the used PC either thanks for reminding me

The 10G LAN is a cost killer.

Would a 5Gb LAN be enough? you can get much cheaper motherboards with 5Gb LAN.
