Hiya, let me explain this one cuz it's a little more nuanced than that.

I upgraded to a 4070 somewhere last year and this has been a thing from the very start. Most of the time when I launch a game and it gets to the point where to graphics really render in, my GPU fans will run at full 100% when there's no need to. Depending on the game I either have to restart the game, pause it or ALT-TAB out of it. As some games keep running at full without unloading anything even if you pause them or ALT-TAB away, other games will just unload a lot even if you just pause the game. As long as I can bring the load on the GPU down far enough, say below like 15% or something, the fans will slow down. After that the fans run just fine and temps are well within spec. So it's absolutely not overheating because even when the fans run at 100, it stays below 80 on the hotspot and below 70 on the package.I have no fan curve set, not even in the BIOS, so I have no idea what this is. Of course it's not necessarily harmful but it's really annoying because it gets pretty loud.
Anyone have any idea what this might be or how to fix it? I can't find anything when looking online either.

I have no fan curve set,

I'd try to set a fan curve with afterburner, it's easy.

Then you'll know why the fans are at which rpm and we could look further.

(Also recommendation about deinstalling previous drivers and reinstalling NVidia driver seem appropriate)

I'm willing to swim against the current.

Well I did install clean drivers when I got this GPU. DDU'd the old ones and installed fresh ones. I've also reinstalled Windows at least once since I got the GPU so double fresh drivers so that is probably not it. I can try to set a fan curve with afterburner but I'm not sure what I'd set it to to be honest but I'll take a look at that.

I haven't had time to play a game yet, but I can't get my fans to go to 0 rpm like they normally do. Even if I adjust the curve to be 0rpm even all the way to like 60 C it never puts the fans below 1000 rpm for some reason. Is there a certain setting I need to enable for that?
