I'm helping my nephew build his first computer, all parts are new except the GPU.  I have built several of my own pc's before so I'm not new to it but also not an expert.

MB - Asus Tuf Gaming Z790 part number 90MB1D80-MVAAY0

RAM - Corsair DDR5 6400 Mhz 2x 16gb part number CMH32GX5M2B6400C36

PSU - Corsair RM 1000

CPU - I5 14600k

Storage -  Samsung 970 evo plus

GPU - Gigabyte 3080 10 GB (Tested and working in another system)

We built the computer and when we turned it on everything lit up, motherboard lights, gpu fans spinning but wouldn't go to bios.  The diagnostics light on the motherboard said it was a boot error, I reseated the ram and tested in different configurations, reseated the cpu, reset cmos.  Nothing solved the problem, I have new ram arriving in a few days to test that, I also have a 13th gen in my build I could try in his, is it at all possible that the motherboard didn't ship with a bios enabling 14th gen?  The box says the motherboard was manufactured in February 2025 which would make me think it's highly unlikely that it didn't ship with a 14th gen compatible bios.  For formalities the hdmi was plugged into gpu and not the motherboard, I also tried different gpu outputs.  Also, we have reseated all cables on the motherboard and gpu.  I'm looking for any ideas i could try if swapping the ram and trying my 13th gen cpu doesn't work before I return the motherboard.
