Colorful dots (artifacts) all over streamed video and when encoding video (RX6700XT)

Whenever a video is being played on the system (including browser) there are artifacts in all the RGB colors, depending on what is playing.

Today I found out it does that in Premiere too when previewing video, which really gutted me, so I need to fix this if possible.

 

However in games there are absolutely no problems whatsoever.

 

Windows 11, latest AMD drivers.

 

Clues:
1. YouTube - after hours of messing with firefox config (particularly AV1 and VP9) it now displays YouTube properly.

2. If I switch Default high performance GPU in windows settings to integrated graphics (7900x3d), all premiere issues go away.

3. Recording with AMD Software would bake the dots straight into the video even though they are not visible during gaming.

 

I've tried:
1. DDU (safe mode / no internet)

2. Deleting AV1 and VP9 extensions (from noticing that changing them in Firefox fixed it there)

3. Various encoding/decoding settings in all software and windows.

 

Video 1 - Windows HDR video preview (it does it even there) and a Premiere video

Video 2 - Gameplay recording (those artifacts were not there while playing, see around 30s mark)

 

It must have something to do with the GPU encoding/decoding newer video formats no?
Is my GPU bricked?

Welcome back to the forums!
There is something wrong with your GPU. It might be a bugged driver or corruption in the vBIOS. It might be an actual defect in the GPU chip.
Is it still in warranty? Even if it isn't, I think reaching out to customer service would be appropriate

Thank you. I was hoping someone will recognize the problem and tell me it is some simple setting I can change.

 

The GPU is well out of warranty. There are no vBios updates available. I will reach out to support and see, if they have any ideas.

Did they help you out? 
And you should know, there are rarely vBIOS updated, but you can use AtiFlash to reflash the current BIOS. Lookup a guide on that which should include a link to a repository of known vBIOS dumps but know that it IS a risky operation that USUALLY goes perfectly fine, but it can brick the card
