Other details: I am making this post for a friend who is looking into a PC because he wants to stream Sea of Thieves and is tired of streaming through his PlayStation. Any good recommendations for the parts that he would need to build a PC that could handle that?

it is a bit over but the Ryzen 7 and the 4060 are a very good streaming pair. If you need more vram the 3060 is your best bet

I would go this route, AM4 at this price point definitely still

 

R5 5500 is basically a R5 3600. The motherboard choice, I had left over budget, so decided to not use the cheapest motherboard on there, and selected this, so that I'd consider revising based on that it's using a rebate from newegg, but technically within budget.

The SSD has a dram cache, the Acer GM7000 seems to be coming up a lot as, cheapest NVME w/ cache drive, priced per gigabyte, hopefully it's a good drive.
