Hello!

 

I dont know a lot about computers so bare with me, but I bought a used PC with a 3070. The PC has been very loud when playing games and the 3070 hotspot temp hits 100+ degrees celsius even when just playing Schedule 1 which is not a particularly demanding game. How do I troubleshoot this?

 

Any advice is appreciated!

Repaste it, 3070 must be 3-4 years old and paste may have dried

No a GPU should not overheat even at full speed

Your assumption is correct. Capping framerate will directly impact overall GPU usage, lowering power usage, causing temps to drop. But as @PDifolco says; it should still not overheat like that.
