PC starts, GPU fans go to 100%, No display, mouse and keyboard both light up

Hello, I was using my brothers system to test my friends GPU, a 1660, i connected it, started it up, did a simple furmark test to just see if my friend didn't get scammed out of a deal. then i take out the 1660 and put my brothers 1660TI back in, the GPU fans go to 100% while there is no display available, only the lights on his mouse and keyboard appear. I put back the 1660 to see if i didn't screw anything up, and everything works like normal. so i use DDU to remove the drivers if MAYBE that could be the issue, i put the 1660 TI back in and same issue persists. So just incase the GPU for some reason decided to stop working i put it into my system that has a 5700xt, It boots up completely fine, same with the 1660. I go back to my brothers pc and take out the CMOS battery to just rule out that something got screwed up within the bios, waited 10min and the exact same issue persists. I've taken out the ram, all the connectors from the motherboard and the CPU to see if that reset anything, same issue persists. just incase i could've screwed something up doing that i put the 1660 back in, everything works like normal. so im stuck here with the GPU at 100% fan activity with no display.

1: took 1660ti out to test 1660
2: 1660 works put back 1660ti
3: 1660ti fans at 100% no display only lights on KBM
4: put 1660 back in to test mobo is actually working, works.
5: used ddu just incase it was the drivers. (uninstall)
6: put 1660ti back in and issue persists
7: took out cmos battery just incase of bios issues. (10min after) issue still persists
8: put 1660ti into my own system that has a 5700xt. works completely fine
9: disconnected everything from motherboard, issue still persists

1660ti pc specs: 10100f    1660ti   2x8gb 2666mhz ram   Gigabyte B460M DS3H AC

PS : brothers pc worked completely fine before i took the card out.

Sorry that happened. GPU swapping can be finicky especially if not properly grounded. Sometimes pins can wear with removal/replacement as well. You can try these few ideas.

1. Check the PSU pins on the GPU connector to ensure they're seated correctly on the 1660ti.

2. Boot with the GTX 1660, enter BIOS, and set the PCIe slot to Gen 3 (not Auto or Gen 4, if applicable). Save settings, shut down, and install the 1660Ti. The 1660Ti may not be negotiating PCIe settings correctly with the motherboard after the swap.

3. Boot with the GTX 1660, enter BIOS, and ensure the primary display output is set to PCIe (not iGPU or Auto). Disable any onboard graphics (if enabled) and verify CSM (Compatibility Support Module) is enabled.

I suspect it was something to do with how it was seated / connected. Explains the kick start lol
