Xbox 360 eDRAM overheats

Hello LTT Fourms!

I recently picked up an xbox 360 for $20 at a tag sale, and I booted it up and it worked? I took it apart and found out it was a zeyphr, (2nd gen) and i replaced the thermal paste. Before, it had a tag saying overheats, error 0013. I thought replacing the thermal paste would fix this, but it didnt. After 5-10 minutes, the fans max out and the ring lights turn red. Using the sync and eject button reveal error 0013, which means eDRAM overheating. It does actually get hot, so it's not a sensor issue. What could be causing this? I redid the thermal paste again and it is still having problems!! What should i do?

Update: I've tested the V_GPUCORE and V-GPUPCIE voltages, and they both are good. The V_GPUCORE voltage is on the higher side of the spectrum.
