That's effectively the boot partition. You can't delete or merge it without breaking the boot process on Windows. The old style MBR type boot didn't have the dedicated 100MB partition.

 

You could reinstall Windows after changing the drive scheme to MBR and then lose all the advantages of a GPT type, I don't see any point in all of that unless you're using legacy hardware that doesn't support GPT.

The reason I asked is not the 100MB of space, but the fact that the disk is not using GPT, so I thought that it was possible to have one partition.

I work with a group of senior citizens and when asked about this, I explain it this way.

The boot partition is like your hot water pipe and your system partition is your cold water pipe. Both are necessary and need to be kept separated for things to work properly.

 

Admittedly this is a VERY simplified explanation and not 100% correct, but overall gets the point across

I've had some weird MBR drives with 100MB GPT like EFI partitions, some of the transition machines I've seen that.

 

If you show Disk Management, there's a bunch of identifiers on the partitions to say what they're for. You can move those to different partitions with some command lines.

I believe you'd have to move the System identifier to C:, which should involve BCDboot type commands. Since its not a GPT type drive, it should be possible to remove that 100MB partition without breaking Window's boot.

 

Given that I've got progress through this video on this machine, its likely what I did not that long ago doing similar things after cloning an ancient machine's drive and having to fix MBR before converting it to GPT...

This is an Active partition in MBR. LEAVE IT ALONE! 
Do not play with partition, do not play with permissions, just don't, forget it and move on.  
The names are correct, this is how it's supposed to look like, System and Active should be on that 100MB partition, and Boot on the C partition.
