I just got a 1080 (non-Ti) and was wondering what a good CPU match for it would be. I am currently running it with an i5-6500, and GPU utilisation has not gone up above 50%.

What would be the best match for my GPU to not get a noticeable bottleneck? (using the same socket if possible)

You're already there, nothing else is worth using.  A 6700K isn't going to give you much and will cost more than it's worth.

Save up for a new platform, is my advice if you want actual performance gains.

Maybe AM4 too since it is a pretty cheap platform and you can get a Ryzen 5 5600X or a Ryzen 7 5700X3D.

Only make sense if OP's budget is constrained without any chance of expansion. AM5 with 7600 route is going to make more sense for a from scratch platform purchase, especially considering almost all boards can run all the way up to 9800X3D without running into current or VRM thermal issue. Going 5700X3D without having an already good board to support it is going to take some ebay elbow grease.

If you have the budget, you can change platforms like AM5 and LGA 1700 and have 100% GPU utilization. An Ryzen 5 7600 or i5 12400F is alway good. Maybe AM4 too since it is a pretty cheap platform and you can get a Ryzen 5 5600X or a Ryzen 7 5700X3D.

If I wanted to eventually get a GPU upgrade, what is the best gpu that a 12400f could handle without a big bottleneck?

about the same as a 5600, around 4070Ti level performance at 1440p. For 1080p gameplay you pretty much want to go only as far as 4070 or 4060Ti, to be frank.

A more performance match for 7000 series AMD is 14th generation Intel, not 12th gen.

what board?

if its a z board or theres cheap z170 available you can bclk oc it to 4.6-4.8ghz and thatll give you a decent performance bump

otherwise assuming you are budget constrained new b450 are around the 50$ mark (used at closer to 40 and thats for midranger atx boards) and used 3600 are around the 50$ mark with 5600(x) ~70-80$ and 3100/3300x/3500(x) closer to 30$

with a larger budget theres 8400f around the 75-85$ mark on aliexpress, b850m pro-a around the 130$ mark or if available b650m hdv can be in the low 100$ depending on region
