As the title states really; speed tests and downloading from Steam I’m achieving around 950mbps. Trying to stream anything on YouTube or anything else results in less than 3mbps and even sometimes dropping into the kbps range. 720p is all I can watch without constant buffering. 
 I’ve had this problem for a couple weeks and tried all sorts from the ip config, netsh commands and network resets. 
 I have a WiFi extender that seemingly operates perfectly fine along the same ethernet cable (net gear ethernet splitter used)

 I’m reaching a point of considering a wipe and clean windows install but was wondering if any one had any other ideas before I take that step

You could first boot a live ubuntu image from a memory stick and check to see if the same issue occurs there first! If it's fine there, you can reasonably rule out hardware.

You could check the bandwidth settings to see if it’s being limited.
