If you want temps as low as possible then definitely a good 420mm AIO.

But a dual tower air cooler like a Peerless Assassin SE120 will also do the job quite well.

It's useless to have temps "as low as possible", temps just need to be "not too hot"

Usually the reason for better cooling is to be able to get more performance, and then higher temps...

Anyway an Arctic LF3 of the biggest fitting size is certainly the best choice

I use a Thermalright AIO on my 9900X with six fans in push/pull. Its pretty badass.
