Only just got around to playing Shadow of Mordor after not finishing it years ago and I'm currently doing everything off a TUF A15 Laptop. RTX 4060 8GB, Ryzen 7 7435HS, 32GB DDR5-4800 in dual-channel.

 

I've assigned "prefer maximum performance" to this game in Nvidia control panel, and made sure Vsync is on, but the GPU doesn't seem to want to reach its normal boost clock of 2600mhz and instead sits at 2250, which is what I normally see when I pause games, not when I'm playing them. It's also limiting to 0.88v, when usually it sits around 1v. 

I'm playing this on a 1080p/60hz OLED monitor so the demand with this game is very low given how old it is, but my 1% lows are in the 30fps range while my average is 60. I don't know why the GPU is "backing off" on the usage if it's still dropping frames. Latest Nvidia drivers too, Windows 11 Home.

 

Is there any way to "force" it to prioritize Shadow of Mordor more? I really shouldn't be dealing with such poor frame consistency on such an old game. Laptop is plugged in as well.
