i dont know if this is weird or not but when i got this cpu bundled with a coolermaster hyper 212 spectrum v3 and the thing is that when i run cinebench or play monster hunter wilds my cpu never passes like 70-72C at most and thats with like 30C room temp but it has this weird jumps sometime to like 85-86C if i alt tab for example while in game and open a browser which i do not understand why since it never even gets close to that in cinebench at 100% usage or while playing wilds or kingdom come 2?

 

is this normal for ryzen 9700x?

thats the behavior of non X3D, XFR enabled chips (ones with X suffix) for Ryzen. They love to aggressively boost one core on very light loads to get it done as fast as possible so it can reset back to normal lower power state. You can also see this behavior in voltages, as they would go far out of spec to 1.3-1.5V range on the vCore.

 

Precision Boost Overdrive could help you to override the voltage control part of it, using its subfeature called Curve Optimizer. Something as low as -15 would be more than enough. The only caveat i would throw is that the instability on Curve Optimizer usually manifests on lower, single core load, like when idle or sleep. CoreCycler is a really good app to help you test that.
