Hey everyone,

So, I'm kinda stumped and could really use some help figuring out this weird issue I'm having.

A little while ago, I was messing around with ThrottleStop to undervolt my CPU. I'd been running a -97 offset on the CPU core and cache for ages, and it was working great – my max* temps dropped from a scorching 97°C down to a much cooler 85°C (yes, a win for my HP Omen laptop!). Anyway, I got a little carried away and pushed the undervolt too far, maybe to -145? I don't quite remember the exact number before my laptop decided to blue screen on me. Oops!

No biggie, it happens. My laptop restarted, but then I noticed something weird – the base clock speed was stuck at 2.3GHz. My i7 7700HQ is supposed to run at 2.8GHz normally and boost up to 3.8GHz! Along with the blue screen, I also had some trouble with BitDefender antivirus suddenly flagging ThrottleStop as a bad file. After a quick Google, it turns out the TechPowerUp forums confirmed that BitDefender had started doing this recently.

So, I uninstalled BitDefender and shut down my laptop to try and clear out any leftover "CPU flags" or whatever you'd call it, hoping for a fresh start. Everything seemed fine then, and ThrottleStop wasn't giving me any errors about its settings.

I reset all the settings in ThrottleStop back to the default, but it was still stuck at 2.3GHz. Then, I tried resetting my power plan settings, and that got it back to the normal 2.8GHz! Awesome, right? But now, it wouldn't boost at all. After a few more restarts and fiddling with the FIVR and TPL settings in ThrottleStop (manually applying and then resetting them), it finally started boosting up to 3.4GHz (I have all my 4 cores set to 34).

Here's where it gets really strange: now, when my laptop is plugged in, YouTube videos are super laggy. It's like they'll play smoothly for a second and then suddenly get all blurry and stuttery. But the moment I unplug the power cable, everything goes back to being perfectly smooth! It makes absolutely no sense to me.

I have also reset my nvidia 3d settings to default but nada...

Does anyone have any ideas what could be causing this crazy behavior? Any guesses or suggestions would be a huge help! Thanks in advance!

HP OMEN ce-1xx - Win 10 v19045 (Home ed.) - i7 7700HQ base 2.8 boost 3.8

TLDR;

  • Used ThrottleStop to undervolt CPU. It was working fine for a while.
  • Pushed the undervolt too far, and the laptop blue-screened.
  • After restart, the CPU speed was stuck at 2.3GHz.
  • Had trouble with BitDefender flagging ThrottleStop. Uninstalled BitDefender.
  • Reset ThrottleStop settings, but the CPU was still at 2.3GHz.
  • Resetting power plan settings got the CPU back to the normal 2.8GHz, but no boosting.
  • After more fiddling, got the CPU to boost to 3.4GHz.
  • Now, YouTube videos are laggy when the laptop is plugged in, but smooth on battery!
  • Tried resetting NVIDIA settings, but it didn't help.

So basically, things got messed up after trying to undervolt, and now there's this weird problem with YouTube when the laptop is plugged in!

unlike this will work but do control shift windows b to reset your graphics drivers. and if you are comfortable doing it reset the cmos on your laptops motherboard.

I wanna run my head through the wall... cause it work and WTF 😭... How come hard restarts and cold boots do not fix it? but a simple in windows graphics driver reset does the trick?

video playblack is smoother now. I can hold down space to 2x youtube videos without it stuttering and buffering 🙌

I learned it from a pc optimization video and Zachs tech turf only learned it about a week ago

A restart would resurface the issues, here is my final solution:

  • For other's if they encounter this! Try this:

    1. Turn it OFF completely.
    2. Unplug it (and take out the battery if you can!).
    3. Hold the power button for 30+ seconds.
    4. Wait 10 seconds.
    5. Turn it back ON.
  • Sluggish Video playback was browser specific so fix was: Turn OFF "Hardware Acceleration" in the settings.

Hope this helps anyone else who ends up reading this thread.

This step what you provide is simple Nvram/pram reset. But I recommend you disconnect battery when you this.
