Windows Hanging on "Shutting Down" or "Restarting" with a very slow boot time

Hi all, I saw some previous threads having a somewhat similar issue from years ago with no activity. Even when closing all applications and logging out of my user, my PC is hanging on shut down or restart and the boot time is 2-3 minutes in many cases.

I've got an MSI Z790 Pro-A Max mobo, 4090 suprim, i9 14th gen (updated bios/firmware/ME), and either SanDisk or Teamgroup NVME for the OS. Fast boot is disabled, the only regedit I've done is to give the full right click menu in explorer. I've performed a clean install of Windows 11 and my GPU drivers to no success. It's persisted between my old ram set and new. I'm a bit at the end of my rope on it and cringe at the thought of having to take it in somewhere.

I found this thread in Elevenforum - How to fix slow shutdowns?

Seems to work following one long restart after running the .bat in admin mode.

Edit: never mind - my 11 is still restarting and shutting down at random speeds, 5-30 seconds.

And the problem in the topic seems to be different than mine I guess, as boot time is excellent in my case.

I edit my posts more often than not

what slot on your motherboard is your nvme in?

That seems more like a storage issue. Have you benchmarked NVMe drive or validated (SMART stats) health? Also, be sure to validate the partition alignment, if that's skewed that will have a storage performance pentalty. You can check this yourself manually.

Run Crystaldiskinfo to check for your disk speeds.

Also, run sfc/scannow in your command prompt to check for corrupted windows files.
