talk on phone with tws

Ok, it will be a per-app option, assuming you mean not using two devices like a PC and a phone.

yea how can i even use two devices? you know on phone calls you can choose output device but that changes mic too

iirc there's an option via Bluetooth settings to allow or use device during calls. I'd start there.

do you understand the problem? when i switch to tws it also changes input device. i want input on phone output on tws

This might be per device thing, but you can select how to connect BT devices which have multiple features. If you connect them for audio only, you can't use them for calls. I haven't tested this myself, so I don't know whether mic is included with audio only setting or not. If you choose to use with calls, then you have the call button and full mic/headphone connectivity.
