Hello , could anyone please help me . i just bought a 9070xt installed it and for example in cs2 on 1080p low i get only 270fps max power usage during stress test in radeon software goes up to only 220w, bios switch in the card is switched to the left.

For cpu i have a 5700x3d 1000w psu msi b550m motherboard .

I also updated radeon software all the drivers it gave me to update . PLEASE HELP

I would read though this and try what is suggested.

have you checked to see if AMD smart access and resizeable bar are enabled?
you could also try a bios update. i would also recommend checking HWinfo64 and see what bus speed the card is running at. depending on what board it specifically it is, the pciex16 might only be gen 3 even though b550 supports gen4. if anything you could also check the motherboard bios and see if your bus speed is set to gen 4.
you could also try a display driver uninstaller run and do a fresh install, since sometimes keeping older drivers can cause issues even if they're upgraded.

SMA and resize bar is enabled . I just downloaded HWinfo64 but i can find where it says on what pcie i run at the moment . and when i try to use DDU i says that i am not in safemode and i dont know how to reboot with safemode

it says resizable bar is disabled- also i think i found your performance issue. the card is designed to run at PCIE x16 at Gen5 speeds, while you have it in a gen4 slot. gen5 is a theoretical 2x the maximum bandwidth, which can be detrimental to performance.

Are you using one of those 8pin to two 6+2pin wires from your power supply? They can only supply 225w max including the pcie slot.  Make sure to use two separate power cables for the 9070xt for those two 8pin connectors. This would explain the 220w max reading you are getting. It would also explain the terrible performance you're experiencing.

I did put 3 separate cables , i think its a driver issue for cs2 i have playes forza horizon on 1080p extreme settings and it performed as it should , it pulled over 320w

Could always try a fresh reinstall of windows.

This is NOT hte issue. Current GPU's don't need all of the bandwidth of PCIe 4 let alone pcie 5.

Check the per core CPU use when in CS2. You are likely CPU limited.

i did just update it and it did not help

Did you see my message about cpu being the issue? You are at 92% overall cpu. That is your problem.

I saw on an earlier comment you tried booting into safe mode and DDU would not work. I would seriously try DDU again after a clean reinstall of windows if DDU won’t run in safe mode. Something might be left behind that is causing these issues. I have a 5700x3d and a 9070xt myself and the gpu usage reaches 100% on the games for me.
