My PC goes to black screen after restarting and stays like that

As the title suggests, I've been having this problem for quite a while now I built this rig in 2023 with these parts:

CPU: AMD Ryzen 9 7900 12-core
Cooler: be quiet! Dark Rock Pro 4

MOBO: GIGABYTE B650 AORUS Elite AX (AM5 Socket)

RAM: CORSAIR VENGEANCE DDR5 (2x16GB) 5600Mhz CL36

GPU - RTX 3060
Storage: Samsung 970 EVO M.2 SSD's 1TB & 2TB

PSU: Corsair RM850e
Case: Corsair 4000D Mid-Tower ATX

At the time when I built this, and was working to get windows installed and the necessary drivers I noticed when the pc would restart and it would just stay on a black screen and stay like that indefinitely, I brushed it off thinking that it was normal and resumed to installing windows to get to desktop. 2 years later and this problem has become a priority to fix as normally when you restart a computer it would boot back up. But for me when I click the restart on windows it would show the icon that its restarting but then it just goes to a black screen and the only way for me to get back to the desktop would be to hold down the power button on the case to shut it down and turn it back on. This cycle has resulted in me not having proper windows updates.

Nevertheless it was only recently that I was diagnosing my PC where on desktop it was fine everything was performing perfectly, its only when I try to restart that the DRAM light on my motherboard had a constant red light on it. I did some research and this light seems to light up when you have faulty ram, now I've done the necessary steps such as installing my ram into different slots that didn't work, it isn't improperly seated so I ruled that out. So at this point I'm leaning towards the fact that I received faulty ram and I'm in the process of getting new sticks, which in this is DDR5 (2x16GB) 6000Mhz CL30 from Teamgroup.
