I am currently upgrading an HP desktop that has the BAKERMS motherboard with a 10th gen i3 CPU and no stock GPU. I went through the process of purchasing a 500W proprietary PSU from HP as I had found that a standard PSU wouldn't work with the case's design. I want to put a SAPPHIRE RX 470 into it, but it just won't work worth a damn. I've tested the same GPU in my personal build and took the RX 6600 XT from my build and tested them both in both builds and they both worked. However, while the 470 was in my personal build, only the DP worked at first and not the HDMI. After about 5 minutes the GPU refreshed a few times and the sucker was brought back to life with a driver install that happened automagically, as I wasn't able to install it manually somehow on either machine. My current thought is that my CPU in that build is AMD and maybe it did something? Anyways. I've taken the GPU down to the board with a nice cleaning and new thermal paste applied, but still the same results are showing. I don't really want to buy a new GPU since this is one I used briefly in an older build I had 5 years ago and would like to see it used again. So I'm at a loss why my RX 6600 XT will work on the HP motherboard, but the RX 470 has issues being detected. Is it worth the trouble or should I save for a new GPU? It's only an i3 and I don't want to throw in anything overkill.

It's the gpu. I have the same problem with my MSI Rx 580. it will detect in my AMD system but not in my intel systems. So just save up for a Rx 6600, 5600 xt, 590, 580 or get a 1060, 1070, or 2070.
