Based on the situation you mentioned I would try the next: Remove the video card completely from the computer, connect the HDMI or VGA to the connector integrated on the motherboard and finally turn on again.

Let me know if this gives you back the video signal.

Ive been having an issue where my GPU isn't displaying the login prompt whenever the system is on. it worked yesterday, and the system is still working (I can ssh, run software, etc) however there's no life from the cable. I had this issue first with an nvidia GPU, and a reinstall fixed it. now the same issue is with a radeon card.
I haven't even able to get into the bios either, and even a hard power off results in an instant power on when the psu is enabled. the GPU is still detected by the system (neofetch) and its still getting power (fan spinning, only gets power via PCIE)

I've looked at almost every ask ubuntu post I can find, chatgpt is no help, and I'm at my knowledge limit (I'm pretty new to linux)
any help would be appreciated!
system specs are:
i5 3470
16gb ddr3
r5 340x

Have you tried plugging your display directly into your motherboard? Maybe the iGPU is being set as the default device for some reason.

Neofetch development is discontinued and the repo has been archived since April 2024.
Plenty of altenaritves, fastfetch being one of them.

Then the issue is not with the operating system.
Try what @igormp suggested, if that doesn't help then try with a different cable, and if it still doesn't help then try with a different monitor.

just tried. same thing happened; power on psu turns on, system starts without any power button press, prevents me from entering bios still, and still no display out

Motherboard should not instant power up system by just turning on the power to psu. Check front io connectors (pwr btn, hdd led, reset btn, etc) are connected in the correct polarity.
