Is it normal for plastic panel on the back to wiggle this much? (Only happens on top right corner)

Yeah thats common. Looks like a cheaper bravia so not surprised its doing that. Modern tvs are mostly empty inside and only have the weak area's reinforced. This is a corner and far side so its deemed unnecesary.

Can also be a clip or whatever is defective. Again I've seen this in so many tvs when working at an electronics store usually the cheaper units.

Does it vibrate and make noise when the speakers play certain frequencies? That would be my main concern and potentially warrant a return/exchange in my opinion. You might be able to dampen the vibration with some tape or stuffing the edge of some card stock in there or similar.
