Display freezing/hanging when changing properties

Running into a really odd issue with my monitors and I'm at a bit of a loss. Whenever I plug in a new monitor or change properties on existing monitors (Position, refresh rate, resolution, etc) I get one of three results. 

 

• The monitor tries to switch properties (commonly resolution, or with a new monitor plugged in) and then hangs until a hard power cycle
• The monitor switches properties, but after 5-15 seconds of hanging on a black screen
• The monitor switches the properties but whatever display tool used (display properties, Nvidia app, Nvidia control panel, etc) hangs for 5-30 seconds

I recently replaced my CPU, PSU, and GPU but the issue happened with the old CPU/GPU as well. I can't recall if it happened before or after I swapped out my PSU. I've also done a clean windows install after installing the new hardware. 

 

Specs:

• OS: Windows 11 23h2 - pro x64 
• CPU: 9950x3d (old chip was a 7900x)
• GPU: PNY RTX 5080 (Old card was a founders 3070 ti)
• PSU: CORSAIR RMx Shift Series RM1200x (old psu was Corsair RMx 1000w)
• Mobo: MSI MPG X670E CARBON WIFI
• Bios version: 7D70v1M
• Ram:G.SKILL Trident Z5 Neo Series 64GB (2 x 32GB) F5-6000J3040G32GX2-TZ5N
• Drives: 
  • WD_BLACK SN770 NVMe SSD 2TB (firmware 731130WD)
  • Samsung 980 500gb
  • an old SSD (will update with model later)

Any insights would be appreciated because, barring the replacement of my monitors, I'm at a bit of a loss. 

 

edit: I also get small 3-5 second hangs when I reboot at the login page and about 30 seconds after I log in. Sometimes the context menu will freeze and explorer will kinda just hang for 30 seconds till it finally comes up, but can't seem to reliably reproduce this. 

 

edit: No freaking way. So WD fixing the issue with their drives firmware let me update to windows 11 24H2. The 24H2 update seems to have resolved the issue... kinda wild because this was on a clean install too.
