Most processes, and to some extent windows as a whole, not responding to mouse inputs after a while?

As the title says. I know how to solve it, just restarting my computer which is annoying but works. everything except my browser will stop responding to my clicks. I've noticed this mainly occurring after having alt-tabbed from fullscreen games. I'm not sure what's goin on]

 

It even caused my slime rancher progress to revert a bit cause i couldn't save and quit. HOW DARE YOU GET BETWEEN ME AND MY SLIMES
