Direct X error on EVERY game (except minecraft)

Hello I am having some issues with my computer it is giving me a DirectX error for every game I try to run.

 

I've tried multiple titles like Rainbow Six Siege, Call of Duty, Doom and more every game gives me the same DirectX error except for Minecraft Bedrock Edition

 

I've checked my cpu temps the other day and notice they were in high 90s so I figured that could be a cause to the problem so I went ahead and bought a new air cooler and I'm now getting decent temps mid to high 70s under load and still no progress

 

I have tried using display driver uninstaller and reinstalling my drivers I have tried resetting the CMOS and I am tempted to reset the entire computer so that DirectX gets a fresh installation

 

I've verified game files also nothing seem to fix it.

Installed RAM    8.00 GB  (using one stick rn)
GPU: GTX 1660 Super
System type    64-bit operating system, x64-based processor
this system is a hp omen prebuild so the motherboard is custom
