yup, but i MIGHT already be on something. 
I suspect Armoury Crate from Asus to be the root cause of this issue.

I went to:
Registry Editor > Computer\HKEY_CURRENT_USER\Software\Microsoft\DirectX\UserGpuPreferences

and deleted "C:\\Program Files (x86)\\ASUS\\ArmouryDevice\\asus_framework.exe"="GpuPreference=1;"

 

This made me also able again to open the graphics tab in the windows setting, which would always crash. 
I'm going to give it a day of testing to see if it's fully fixed as I can't game right now.

yeap armory crate is one of the worst things you can do to ur computer... closely followed by msicenter and nzxtcam...

 

that said i don't see anything wrong in the video other than frenetic scrolling and what looks like to be a yt app from hell the 90s... 🤔🤷‍♀️👀

i also use nzxtcam 🥴 what are its cons?
i wish i had more footage to show it but it happens so randomly and when i screenrecord it doesn't show up for some reason. But in the video you can see whenever I try to move through 2 chrome tabs rectangle chunks of the previous one keep interfering with the new one. this isn't just a chrome issue as it happens in others apps like spotify etc aswell. i honestly don't know what to call it
