Desperate for help. Major stuttering

*UPDATE*

I used revo uninstaller to get rid of all signs of Norton and so far have tested 7 days to die and it works like a dream... so far. 

I'm gonna get leave a review of my motherboard telling people to make sure not to auto install drivers, and unchecked Norton.

F**k Norton.

I built my new pc and few days ago and everything at desktop was fine, all downloads were fine etc, but when I go into any game bar a couple, I get massive stuttering and lag. 

 

It's showing that I have high fps.

 

Gpu is 99% utilised, 56⁰c temp, between 2.5 and 10 micro stuttering. The 1% low drops to like 5 fps when it stutters. 

 

Cpu is at 46⁰C, 21% utilised.

It says my x3dvcahce is running, but i don't know if it's parking the necessary cores.

And Norton keeps popping up saying atleast one core was at 100% usage.

 

I'm begging for help, all I do is game and I've been at this for days.

Edit:

Bios, chipset, gpu, Windows are all up to date. And this is my third fresh install of windows.

As much as there's a chance of anything else in the PC is faulty, including the OS yes.

Funny how you immediately went for the Samsung SSD right off the bat.

 

I doubt the only problem is just micro-stuttering in games if the SSD is that faulty its affecting the running softwares, especially if it's the OS SSD.

I've tried all different settings, including enabling and disabling any sort of v/free sync, going to lower resolutions and lowest quality. Adrenaline is the same, tried all different settings.

So far I've tested 4 games.

Gary's mod

7 days to die

Warzone 

And FC 25.

 

Gary's mod and FC 25, both perform brilliantly  really high fps, no stutters and great quality etc. As for war zone and 7 days.. they both show high fps but have the stutter and lag.

Norton has popped up again saying atleast one cpu was at 100%, but my nzxt kraken screen said the cpu was no more than 30% usage with 45⁰C. 

 

As for removing my ssd, I can't, that one is my boot drive and would require a fourth windows reinstall.

Also I don't know if it would be the issue because two of four games are fine so far and, the ssd was fine in my old build.

I'd recommend reinstalling windows.
 

I don't know where it came from to be honest. I've done three reinstalls and didn't see Norton being mentioned anywhere. It just popped up saying 100% usage on atleast one cpu. 

I have revo uninstaller, should I get rid of Norton

Wait, you've reinstalled windows three times and you're getting a weird Norton pop up? Are you sure you are using an official windows installer?

What is this shit Norton you are talking about btw ?
Are you using that in your old PC as well ?

Uhh some antivirus will need special measure to fully remove their shits.
Example : Mcafee

I think it might have automatically been installed from my gigabyte board. There was a list of drivers downloaded from the gigabyte control center, it must have been in there. 

And no, I never used that terrible software, it just popped up and I was wondering where it came from too.

I just used revo uninstaller and now I'm going to see if there's any difference. If I absolutely need to, tomorrow, I will do another fresh install of windows, and try to make sure Norton doesn't get installed.

I utterly loathe that this type of dark pattern is still remotely legal. Like, you should not be able to accidentally install software.
Kinda wish MS would step up and start threatening to revoke Trusted Installer certificates from companies that do this. It would be best if there wasn't that type of bundling at all, but at the very least you should have to specifically opt *in* not out
