I have a very weird problem, I want my CPUs clocks to be between the base clock speed and the max turbo under load.

Which is 2.8Ghz base and 4Ghz Turbo on the I5-8400

The weird problem is, no matter what I change in bios or windows I can't achieve that, it's either:

 

Intel Speedstep: clocks drops to 800mhz - 1.6Ghz which is unusable because it causes micro stutters, now with Turbo boost "and" Speedshift it doesn't work at all, the clocks don't drop under 3.88Gz

Disabling Speedstep and Speed shift but enabling only Turbo boost makes the clocks never go "above" base clocks which is 2.8Ghz, enabling it also makes it so the clock doesn't drop lower than 2.8Ghz, it just gets stuck on 2.8Ghz

Enabling Turbo Boost and Speed Shift: Clocks never go lower than 3.8Ghz

Enabling only Speed Shift: Clocks stay only at base clock speed

 

Now you might be thinking that my windows settings are faulty, they are not:

Processor idle disable: Enable Idle.

Minimum processor state: 5%.

Max proc state: 100%.

 

My bios is up to date: ASRock B365 Pro4 4.41

CPU C states support: enabled

Package C state Support: enabled

first thing to do.. always.. is reset to factory settings....  and try that..  does it help?

Did that too, first i saved the settings, then I reset the bios and I had the same issue.

did this start happening after a bios upgrade or how did you figure it was an issue? 

what are you using to measure the frequency?
