I am currently digitizing some old family VHS and can't seem to find any conclusive opinions on what capturing devices are worth their money.

I already got a VCR (LG LV901) which outputs SCART (which I should just convert into RCA or preferably S-Video from what I've been able to gather) and I intend to utilize some USB Capturing device to use with my Laptop. I don't want to overcomplicate things and as such would rather buy the device new instead of having to hunt for it on E-Bay.

Without going down the whole "read the magnetic flux straight off the heads" rabbit hole, the most important feature to have is a good time-base corrector. Whether it's built into the deck or it's a separate piece of equipment, it will make a big difference to the stability of the picture:

 

 

Once you have a decently stable picture, you have a few options. You could get a capture card and mess around with OBS, or just get a dedicated box that ingests analog video and spits it out onto a USB flash drive or SD card. Then you can do the final edit, cleanup, and encoding using BlackMagic DaVinci Resolve (which doesn't cost anything).
