Had plenty of issues with games or functionality all together. Today I decided to upgrade my motherboard from a B450 Chip to a B550 one. Did a fresh Windows install on my Gen 4 NVMe and it works like crap. It lags whenever I open anything from Edge to the File Explorer. Mouse drags and lags like crazy and I just don't know what to do anymore. Any ideas on why this is happening? Double checked that everything was plugged in the right way and everything , drivers are up to date so is BIOS.

Without being able to sit in front of it myself and diagnose, I can only suggest a CMOS clear and if necessary another fresh install of Windows (not the Reset my PC option)

B550-F Gaming from ASUS. CPU is by default at 3.7Ghz (R9 5900x) RAM at 3200mhz , there isn't a thing as slow mode in the BIOS settings. Doesn't show anything either task manager , everything seems right , very very low CPU usage and memory only spikes up to maybe 4GB when using google or other apps and whatnot. It just runs horribly like I said , lags and stutters whenever an app is loaded or initiated. Mouse stutters as well , goes from smooth to junky

All this is whenever something is launched? What's the Windows power plan set to?
If you have 32GB RAM, disable the page file. See whether memory is set up correctly in BIOS.

Imo the upgrade was totally unnecessary, what did you expect out of it ?

Now for your issues I'd reset CMOS, upgrade BIOS, reinstall chipset drivers and Windows again
