Make this make sense to me.. Loosing performance lowering settings

Running benchmarks and somehow I'm loosing performance when I lower settings. Lowering resolution from 2160 to 1440 helps but i can have decent performance with ray tracing on low on a game and I turn off ray tracing and performance suffers. I go from high to medium and I loose framerates. I go back to High and turn ray tracing back on and performance improves. 

ASrock B550m Steel Legend

32 GB 3200MHz CL16

EVGA RTX 3070 8GB

SK hynix 500GB NVME Gen 4x4 Main drive

Seagate 4TB 7200 RPM HDD x2

Seagate 2TB 7200 RPM HDD

Windows 10

Windows was carried over from a non UEFI bios and randomly the whole pc stutters. 

Will Upgrading to window 11 Make the UEFI bios work so I can turn on resizable bar?

If you want to turn on REBAR, you'd have to wipe the drive completely and do a fresh install with UEFI stuff turned on in the BIOS.

 

If you leave legacy on, it will continue to be legacy.

 

Also:  running games off of HDDs is a recipe for disaster.  Get yourself a SSD to run games from.

I'll reinstall windows then. 

I would but I'm on a tight budget unfortunately. So SSD's are out of my price range right now.  I plan on Getting a 4TB NVME later this year sometime if prices don't skyrocket from the tariff stuff kill the market. most of my money right now is going into a automotive build right now

Spend $50 and just get 1 TB SSD to play your most played games on.  

 

Primarily though, reinstall Windows.  Don't just upgrade thru Win10.  Full reinstall.
