I would highly advise you to stop dunking your PC cables in the toilet.

Turn the power bar off if you have one, turn the switch on your psu to off if you have one then hold the power button down to flush the remaining power out of the PC so it doesn't explode.

Not much you can do. Dry the cord and try to boot it up. BUT I would really get rid of that cord if you are near water. Braided cords will wick water. Get a soldi rubber sheath one. AND don't use a pc near water....
